Sun Ruizhe believes that the textile industry is the leading industry for the country to actively promote the construction of the “Belt and Road”, and is also the preferred civilian production industry for promoting industrial development, creating national wealth and providing a large number of employment in countries and regions along the “Belt and Road”. Promoting the international development of China's textile industry and strengthening the implementation and implementation of the international capacity cooperation project of the textile industry are not only the needs of China's own industrial development, but also an important measure to promote the development of the textile industry in the partner countries and achieve mutual benefit and win-win.

In order to better promote the “going out” of the textile industry, Sun Ruizhe suggested strengthening the research on foreign investment industrial policies of textile enterprises, strengthening guidance on key areas and key areas of overseas investment in the textile industry, and improving the efficiency of cross-border distribution in the textile industry. He also suggested that the textile and garment industry be listed as a “One Belt, One Road” cooperative demonstration industry, coordinate credit and foreign exchange management departments, and provide low-interest and interest-free loans for textile investment projects. At the same time, in the “Belt and Road” along Vietnam, Key countries such as Pakistan, Uzbekistan, Egypt, and Ethiopia have established landmark cooperative demonstration projects such as modern textile industrial parks and modern textile production service systems.
