Textile industry in 2021
Speech at the Forum of Representatives of the "Two Sessions"
Sun Ruizhe, Chairman of China National Textile and Apparel Council
March 4, 2021
2020 is an extremely difficult and extraordinary year. Faced with unprecedented environmental tests and development pressures, under the correct leadership of the Party Central Committee, the Chinese people have overcome difficulties and achieved decisive achievements in building a well-off society in an all-round way. Among them, the textile industry has made outstanding contributions in fighting the epidemic, stabilizing employment, protecting people's livelihood, and promoting development. The goal of becoming a textile power has basically been achieved, and the industry has handed in a textile answer sheet to boost its strength. Sui Xin looked back, and dared to continue the campaign before others. At present, the new journey of comprehensively building a modern socialist country has begun. On the basis of the initial establishment of a textile power, how to achieve a new leap in the industry is an urgent issue we face. To successfully complete this subject, we need to base ourselves on reality, clarify changes, and face the future.
1. Entering a new stage of development: the development of China's textile industry during the "13th Five-Year Plan" period. In 2020, the development of the industry has withstood a huge test and demonstrated strong resilience; the industry has maintained a rebounding trend and continued to improve on the margins. Coordinate safety and development, the industry maintains its development strength, and its production and operations are steadily improving. In 2020, the industrial added value of enterprises above designated size in the textile industry decreased by 2.6% year-on-year, which continued to narrow compared with the previous three quarters. The industrial added value of the industrial textile industry increased by 54.1% year-on-year; the industrial added value of the chemical fiber industry and the home textile industry changed from negative to positive. Continuous restoration of corporate benefits. In 2020, textile enterprises above designated size across the country will realize operating income of 4519.06 billion yuan and total profit of 206.47 billion yuan, and the decline continues to narrow. The operating income profit rate of textile enterprises above designated size was 4.6%, a significant improvement from the beginning of the year. Among them, the operating income and total profit of industrial textiles increased by 32.57% and 203.21% respectively year-on-year, and the profit rate was 11.42%. Coordinating domestic demand and opening up, the industry radiates market vitality, and the internal and external markets improve in coordination. In 2020, the national retail sales of clothing, shoes, hats, and knitting textiles of units above designated size decreased by 6.6% year-on-year, a decrease of 5.8 percentage points from the previous three quarters; at the end of July, the national online retail sales of clothing products had exceeded the level of the same period of the previous year, with a year-on-year increase 5.8%. New models such as live e-commerce and cloud exhibitions are developing rapidly. Driven by anti-epidemic materials, the textile industry has taken the lead in realizing positive export growth in various industrial fields, and the export scale has reached a new high since 2015. In 2020, my country's textile and apparel exports totaled US$291.22 billion, a year-on-year increase of 9.6%, and the growth rate was 11.1 percentage points higher than the previous year. Among them, textile exports were US$153.84 billion, a year-on-year increase of 29.2%, and the proportion of exports in the entire industry increased significantly from 44.3% in the previous year to 58.2%; the year-on-year decline in clothing exports at the end of the year narrowed to 6.4%. Demonstrate responsibilities and accountability, the industry demonstrates its protection capabilities, and the people's livelihood value continues to strengthen. The industry quickly formed the production and supply capabilities of protective masks, medical protective clothing, isolation clothing and other emergency prevention and control materials, which effectively guaranteed the people's life, health and safety, and made major contributions to global epidemic prevention and control and the rapid recovery of the domestic economy. In 2020, my country exported 224.2 billion masks, including 65 billion medical masks, with a total value of more than 50 billion U.S. dollars; exported 2.31 billion pieces of protective clothing, including 773 million medical protective clothing, with a total value of more than 6 billion U.S. dollars. The export of masks and protective clothing accounted for more than 20% of my country's textile and apparel exports in 2020, and the export of masks accounted for 34.06% of textile exports. The steady development of the industry in 2020 will ensure the perfect ending of the industry’s "13th Five-Year Plan". During the "Thirteenth Five-Year Plan" period, the textile industry practiced the transition from Made in China to Created in China, the speed of China to Chinese quality, and the transition of Chinese products to Chinese brands. The industrial base has been advanced and the level of industrial chain modernization has improved significantly. The industry has formed the world's most complete industrial system, and its manufacturing capacity and international trade scale have long ranked first in the world. A study by the Chinese Academy of Engineering compared my country's 26 manufacturing industries with global manufacturing powers. The textile industry is one of the five advanced industries in the world. During the "Thirteenth Five-Year Plan" period, centering on the goal of building a textile powerhouse of "technology, brand, sustainable development, and talents", a modern textile industry system has accelerated its formation, a solid step has been taken in the high-quality development of the industry, and the textile industry has unswervingly implemented "innovation". The development concept of "coordination, green, open and sharing" has formed a vivid practice at the industry level.
(1) The industry has always placed innovation at the core of its development, and the supporting role of innovation has been continuously strengthened. First, scientific and technological innovation has achieved remarkable results. The technological innovation of China's textile industry has moved from "following" to the coexisting stage of "following, running, and leading". From design to materials, from technology to equipment, the closed-loop innovation ecology of the entire industry chain makes the industry one of the most innovative industrial sectors currently. From 2016 to 2019, 11 achievements won the National Science and Technology Award. Among them, "The key technology and application of dry jet wet spinning thousand-ton high-strength/100-ton medium-mode carbon fiber industrialization" won the first prize of National Science and Technology Progress Award. In the fields of fiber materials, green manufacturing, textile machinery and other fields, a number of "stuck neck" technical problems have been broken through. The second is active application innovation. Product development is accelerating towards functionality, greening, and intelligence. The application of textile products in the fields of medical and health, aerospace, national defense and military industry, civil engineering, rail transit, environmental protection, sports and leisure has continued to extend. The ability to innovate in fashion design has improved significantly. Original trend brands have gradually matured in terms of quality, creativity, and culture, and the right to speak in fashion is steadily increasing. The third is the maturity of model innovation. The deep integration of the textile industry and the digital economy has given birth to a number of new scenarios, new models, and new business formats. The textile and apparel industry is the most active industry for model innovation such as social e-commerce and live broadcast e-commerce. The fourth is the continuous improvement of the innovation system. During the "Thirteenth Five-Year Plan" period, the textile industry has 61 nationally recognized enterprise technology centers and 4 sub-centers. At present, there are 17 national manufacturing innovation centers and 2 in the textile industry, namely, the national advanced functional fiber innovation center and the national advanced printing and dyeing technology innovation center.
(2) The industry always regards coordination as an important direction, and correctly handles the important relations in development. First, the optimization and adjustment of the industrial structure. During the "13th Five-Year Plan" period, the proportion of fiber consumption in the three major end products for clothing, household and industrial use will be adjusted from 46.4: 28.1: 25.5 in 2015 to 44: 27: 29 in 2019. In 2019, my country's textile fiber processing total The volume reached 56 million tons, accounting for more than 50% of the total global fiber processing, and chemical fiber production accounted for 71.7% of the world. The differentiation and functionalization rate of chemical fiber, the production capacity of high-performance fiber, and the processing volume of industrial fiber were greatly increased. Textile dyeing is organically connected, production, supply and marketing are coordinated to advance, large and small-scale enterprises develop in coordination, and the advantages of the textile industry's industrial chain and supporting systems have been consolidated.
Second, the regional layout has a long way to go. The direction of the textile industry's gradient transfer is highly unified with the needs of regional coordinated development. At present, 34 of the 36 textile industry transfer pilot parks nationwide are located in the central and western regions. The regional linkage of industries is promoting the transfer of resources from south to north, east to west, and coastal to inland. In terms of regional operating income, in 2019, the eastern region accounted for 84.87%, the central region accounted for 11.94%, and the western region accounted for 3.19%. There is huge room for regional coordinated development.
Third, industry coordination continues to deepen. With manufacturing as the core, the integration of industrialization and industrialization in the textile industry has achieved important results. The digitalization, networking, and intelligence transformation of the industry is deepening. During the "13th Five-Year Plan" period, the industry has achieved remarkable results in the construction of intelligent production lines for chemical fiber, spinning, printing and dyeing, nonwovens, knitting, clothing, home textiles, etc. Service-oriented manufacturing and personalized customization are developing rapidly. The capital operation ability of industry enterprises has been continuously improved, and financing channels have been continuously opened up. As of the end of 2020, there are 192 listed textile and apparel companies in Shanghai and Shenzhen, with a total
market value of about 1965.873 billion. Among them, a total of 18 new stocks will be listed in 2020, accounting for 4.55% of the annual IPO companies, which is the fastest growing year in the past two decades.
(3) The industry has always regarded green as a strategic direction, and the pattern of green and low-carbon circular development has been accelerated
The industry's social responsibility construction has been continuously deepened. The industry continues to promote social responsibility construction, and the CSC9000T system has covered factories invested and built by domestic textile companies overseas. The dimensions of the content of social responsibility construction continue to expand, and the connotation of the responsibility code continues to extend; deepen the co-governance of multi-dimensional responsibilities and achieve common prosperity of the industry.
The level of green development of the industry has steadily improved. The level of cleaner production in the textile industry has continued to improve, the green technology innovation system has become more complete, and the production system, circulation system, and consumption system for green and low-carbon circular development are being formed. During the "Thirteenth Five-Year Plan" period, the industry has a total of 251 green design products, 91 green factories, 10 green supply chain companies, and 11 green design demonstration companies included in the list of green manufacturing system construction by the Ministry of Industry and Information Technology; green manufacturing revised by the textile industry There are a total of 45 group and industry standards (including under-research); 34 chemical fiber enterprises have passed the "green fiber" logo certification. From 2015 to 2020, the water consumption per unit product of the printing and dyeing industry has dropped by 17%, the comprehensive energy consumption per unit product has dropped by 15%, and the water reuse rate has increased from 30% to 40%.
(4) The industry has always adhered to a high-level opening to the outside world, improved the internal and external linkages of development, and the degree of international cooperation continued to deepen
First, the scale of opening up continues to expand. my country's textile and apparel exports have steadily ranked first in the world. According to WTO data, China's textile exports in 2019 amounted to 120 billion U.S. dollars, accounting for 39.2% of the world, and clothing exports were 152 billion U.S. dollars, accounting for 30.8% of the world. Chinese enterprises have established overseas textile and garment production, trade and product design enterprises in more than 100 countries and regions.
Second, the opening up pattern is more perfect. China's textile and apparel export market and investment structure continue to be optimized. While consolidating the advantages of traditional markets, the industry is actively exploring new markets. During the "13th Five-Year Plan" period, Chinese textile companies invested more than US$1.8 billion in the five Mekong countries, accounting for about 26.6% of the total global investment in the same period. In 2019, exports to the five Mekong countries accounted for 9.2% of the industry's total exports.
The third is that the level of openness has become more in-depth. China's textile industry has started to move towards branding and capital going out from the globalization of products and production capacity. Cross-border e-commerce has developed rapidly, and a number of outstanding enterprises such as Shein and ZAFUL have emerged. International exhibitions have become more specialized and branded, and have become a world-class business platform.
(5) The industry has always adhered to the concept of sharing, people-oriented, and the people first, and has played an important role in meeting the needs of the people for a better life
The development of the industry effectively guarantees people's livelihood needs. When my country's per capita GDP is 10,000 U.S. dollars, the quantity and structure of per capita fiber consumption have reached the level of medium-developed countries when the per capita GDP is 20,000 to 30,000 U.S. dollars. Fiber consumption has reached the level of moderately developed countries before the level of economic development.
The industry promotes effective employment. The textile industry has driven the direct employment of more than 20 million people in the whole society. The development of the industry directly benefits the "agriculture, rural areas and farmers", and provides suitable and promising jobs for rural migrant workers.
The industry has promoted urban and rural development. The county and township economy is the most important form of textile industry clusters. Township-level clusters account for about 48% of the industrial clusters that have established a pilot relationship with the China Textile Federation. The cluster development of the textile industry has played a key role in promoting rural revitalization and the development of new urbanization, and building a new urban-rural relationship between workers and farmers.
The industry promotes regional linkage and safety and stability. The center of gravity of the textile industry highly overlaps with the center of gravity of the Chinese economy. The regional linkage and gradient transfer of industries have effectively activated the development potential of old and young border and poor areas, and made positive contributions to maintaining social stability and long-term stability in the border areas.
The industry has made important contributions to the fight against poverty. The "Smart Daughter-in-law Project" and the "Beautiful Mother Project" are useful explorations for the industry to reduce the difference in regional development. At the National Poverty Alleviation Summary and Commendation Conference, 16 individuals and 4 collectives in the textile industry won honors. The textile intangible cultural heritage ambassador Bai Jingying was awarded the title of "National Model of Poverty Alleviation".
During the "13th Five-Year Plan" period, the development achievements of the textile industry are inspiring and exciting. However, data is still not enough to represent all the facts, and industry achievements, contributions, and values ??have not been fully demonstrated. For example, in the textile industry in recent years, the integration of the two industries and the integration of the two industries have developed in depth, and a large number of new economies, new business forms, and new models have emerged. However, the changes in economic patterns have brought new challenges to statistical work. Some textile and apparel enterprises that carry out model innovation and business format innovation are included in the service industry statistics category; some flexible employment models and new types of occupations in the new economic scenario have also caused traditional Employment statistics cannot objectively reflect the employment situation in the industry, and the scale of employment in the textile industry is partially underestimated. In addition, the industrial textile industry is developing rapidly, and its application fields continue to expand. Non-woven fabrics, medical textiles, sanitary textiles, filter textiles, geotechnical construction textiles and structural reinforcement textiles are developing relatively rapidly and on a larger scale. In the field, the economic contribution continues to increase. In 2020, the fiber processing volume of my country’s industrial textile industry will reach 19.12 million tons, an increase of 18% year-on-year. According to preliminary estimates, it will account for about 33% of the total textile fiber processing. Glass fiber has not yet been included in the statistics; according to estimates, the total output value of the industrial textile industry is about 1.6 trillion yuan. However, limited by the traditional statistical system, the operating income of enterprises above designated size for industrial textiles is only 319.837 billion yuan, and a large amount of economic contribution has not been reflected in the scope of industry statistics. There is also a huge gap with the export of industrial textiles of US$87.442 billion according to customs statistics in 2020. During the "Thirteenth Five-Year Plan" period, the textile and apparel industry's social awareness of "technology, fashion, and green" has been continuously strengthened, but further efforts are still needed to transform the social level of awareness of the value and contribution of the industry.
2. Adapting to the new development normal: the new situation facing China's textile industry under a century of changes
In the prevention, control and adaptation of the epidemic, the global economy has ushered in recovery growth. The IMF predicts that the global economy will grow by 5.5% in 2021. But the economic recovery is showing instability, imbalance and fragility.
The gap in epidemic prevention and control has brought new divisions. The gap between the epidemic situation and medical capacity between regions is forming a gap in economic performance. The uneven distribution of vaccines has further exacerbated this situation. The February WHO press conference pointed out that more than three-quarters of vaccinations occurred in only 10 countries, and were mainly concentrated in developed economies.
The backlash of the relief policy brings new risks. During the epidemic, countries generally adopted fiscal stimulus plans. In 2020, the global debt level will reach a record high, an increase of 24 trillion U.S. dollars, and the debt risk is increasing. The substantial increase in global liquidity has pushed up the price of raw materials and abnormal fluctuations in the capital market, which has had a great impact on the entity.
The geopolitical game brings new variables. The epidemic has made countries pay more attention to economic security, and protectionism has increased. The Sino-US strategic game is an important variable. Biden's replacement of "America First" with "America Return" is to strengthen relations with Western allies to check and balance China's development. The future development of economic and trade relations is uncertain.
On the whole, the characteristics of a century of change are continuing to evolve, and the epidemic will have a broad and profound impact on the future world, and we must adapt to the new normal.
(1) Security and stability are becoming a key factor affecting the layout of the industrial chain
Under a century of change, geopolitical risks, economic and trade risks, social and cultural risks, technological innovation risks, data network risks, and resource ecological risks are superimposed on each other, and continue to affect the layout of the global industrial chain. Building a more robust and resilient production network is becoming a common demand in different countries. The outbreak of the epidemic has promoted the shift in the logic of global industrial division of labor from giving priority to efficiency to comprehensively weighing safety and efficiency. Strengthening the autonomy and stability of the supply chain in key areas has become a priority for more and more countries. On February 24, U.S. President Biden signed an executive order to review the critical supply chain. This is the first industry "self-inspection and self-inspection" ordered by the highest level in the post-war history of the United States. The purpose of combing is to reduce the dependence on other countries in key industries. Developed countries such as the United States and Europe continue to introduce tax reduction and subsidy policies for the manufacturing industry, attracting the relocation and diversion of the industrial chain. The trend of shortening and internalization of global value chains is accelerating.
In the face of new changes, it is necessary to accurately grasp the localization and diversification trend of the industrial supply chain. On the one hand, we must consolidate domestic industrial manufacturing advantages, strengthen independent controllability and irreplaceability, and better play the role of civilian production; on the other hand, we must expand opening up and promote the diversified layout of the supply chain to reduce market risks and trade risks. It is necessary to give full play to the key supporting role of industrial policies. International practice in the epidemic has proved that the more reasonable the industrial policy and the more efficient the governance system, the better the speed and quality of regional economic recovery. After a century of changes, the quality of industrial development and the position of competition and cooperation largely depend on the policy direction of the government. It is necessary to fully integrate the national mental resources with the construction of the industrial chain. National mental resources are cognitive advantages formed through long-term accumulation. International young consumers' overall awareness of Chinese culture and willingness to contact Chinese brands have increased significantly. It is necessary to make full use of the country's mental resource advantages and accelerate the extension to the high end of the industrial value chain.
(2) Two-way circulation is becoming the core logic of future market layout
With the domestic market as the main body, the dual cycle of domestic and international markets is a strategic choice based on changes in internal and external environments, and it is also a fundamental change in market characteristics in the new era.
From a global perspective, the international market is slowly picking up. The IMF predicts that the global trade volume will increase by 8.1% in 2021. Among them, major consumer markets such as Europe and the United States will achieve a general recovery. However, affected by factors such as international geopolitics, global trade still has great instability. For example, the United States and its Western allies have politicized to prevent Xinjiang cotton and its products from entering the international textile and apparel supply chain. The development of trade regionalization has opened up a new space for my country's international trade. Taking RCEP as an example, its effective implementation will promote one-third of my country's trade to achieve zero tariffs, and the degree of trade facilitation will be greatly improved. According to customs statistics, the total textile and apparel import and export trade between my country and RCEP member countries in 2019 accounted for about 28.8% of the industry's total foreign trade that year. A high-quality trade agreement will help consolidate my country's basic foreign trade market.
From a domestic perspective, the domestic demand market has become a strategic basis for industrial development. As the world's most growing consumer market, my country's market has huge space and resilience, showing strong consumer leadership. Uniqlo's surpassing of ZARA in fiscal 2020 is largely due to the steady growth of the Chinese market. As our country advances towards common prosperity, consumption upgrades are the general trend. On the other hand, my country's economy is entering the era of stock economy, and consumption is also showing a trend of differentiation. From the basic demand of the market to the network traffic dividends, the situation is saturated. There is not much room for extensive operation. Improving the quality and efficiency of supply has become the core logic. The income gap and the asynchrony of development have brought about the grading of the consumer market. At present, there are about 610 million people in my country with a monthly per capita income of about 1,000 yuan. We must take satisfaction of the domestic market as the starting point and goal of industrial development, continuously improve the quality, efficiency and level of supply, and respond to the uncertainty of the external environment with the certainty of the domestic market.
(3) Technological innovation is becoming a strategic supporting force for industrial development
The new technological revolution has profoundly changed the element structure, value composition and industrial ecology of global industries through creative destruction. Technological innovation has become the core source of industrial chain control and new advantages of competition and cooperation. International competition around key technologies, important standards, and innovation systems is becoming increasingly fierce. Developed economies are promoting new international intellectual property rules with "super-TRIPS" characteristics, seeking higher substantive rights. This means that companies will face stricter intellectual property inspections, higher innovation management requirements, and greater pressure on technology monopoly. As my country's industrial status and technical strength rise, it is increasingly difficult for us to introduce core technologies from outside. In the future, only by insisting on technological self-reliance can we win the initiative.
It is necessary to strengthen basic innovation as the master switch for the self-reliance of industrial science and technology. The level of basic research and innovation is the prerequisite and foundation for achieving self-reliance and self-reliance in science and technology, and determines the foundation and stamina of industrial development. At present, major countries in the world are strengthening their strategic deployment of basic research, and the focus of scientific and technological competition continues to move forward. In 2019, my country's basic research accounted for more than 6% of R&D funding for the first time, and it is expected to exceed 150 billion yuan in 2020. The industry must follow this trend, increase basic innovation in new materials, new processes and other fields, make up for development shortcomings, and establish first-mover advantages.
It is necessary to improve the innovation ecology as the main engine for the self-reliance of industrial technology. The ability to incubate and transform innovation is an important dimension of global technological competition. At present, interdisciplinary integration, multi-field technology integration, and multi-agent cross-border cooperation have become the norm. The scale and complexity of investment in technological innovation has never been unprecedented. To achieve continuous innovation and application transformation, it is necessary to create a professional and open innovation ecosystem, realize the organic combination of production, education and research, improve the speed and effectiveness of the industrialization and commercialization of technological innovations, and effectively transform scientific and technological advantages into industrial advantages .
The protection of intellectual property rights should be regarded as a new project for the self-reliance of industrial technology. my country is transforming from a big country in the introduction of intellectual property rights to a big country in intellectual property creation. Intellectual property is the core element of industrial competitiveness and the focus of international disputes. Entering a new stage of development, the country is comprehensively strengthening the protection of intellectual property rights from a strategic height to stimulate innovation vitality. The industry should look at the protection of intellectual property rights from the perspective of overall national security, raise awareness and capabilities, strengthen the creation, storage and distribution of intellectual property rights in key areas, and realize full-chain and systematic protection.
(4) Green transformation is becoming a rigid requirement for global industrial development
From environment to geopolitics, from social to economic development, climate change is having a huge unknowable and uncertain impact on the global economic system and industrial system. The global production system, circulation system, consumption system, investment system, etc. are all shifting towards a green direction. Green development is becoming an important source of sustainable industrial development competitiveness and future voice. Biden confirmed the return of the United States to the "Paris Agreement" on the first day in office. Under the goal of carbon peak and carbon neutrality, my country is also accelerating the construction of a green and low-carbon circular development economic system, and has implemented a comprehensive deployment of green transformation in the form of policies. As green becomes a rigid requirement for global economic development, the green transformation of the industry brooks no delay.
Green constraints are changing from a single dimension to a systematic direction. The development of technology makes the environmental changes caused by products traceable. From design, research and development to production and circulation, the environmental costs of all links in the industrial chain have become more transparent and measurable. Regulations for green development can cover the entire life cycle of a product. At the same time, the development of supply chain management has also promoted the transmission of green constraints from the enterprise itself to the upstream and downstream of the industrial chain and various stakeholders. Systematic constraints force all-round upgrades.
Green development is shifting from cost constraints to value sources. A green manufacturing system for the entire industry chain, centered on green materials, green technology, green production, and circular development is taking shape. Technological innovation and system optimization enable enterprises to achieve the coordination and unity of economic, ecological and social benefits. The servitization of green manufacturing has become a trend. New models and new business formats represented by contract energy management and third-party governance of environmental pollution have accelerated their development. The continuous improvement of market trading mechanisms such as pollution rights, water rights, and carbon emission rights has enabled companies to start direct trading in the market for their value sources. For example, in 2020, Tesla relied on selling carbon emission credits and created nearly half of its revenue. Facing the new situation and changes, the industry must make full use of various tools and methods to improve the ability to turn green mountains into golden mountains and silver mountains.
(5) The digital economy is becoming an important source of global industrial competitive advantage
The digital economy has triggered profound changes in production methods, organizational methods, and innovation paradigms, and is becoming a universal form of the global economy. The outbreak of the epidemic has accelerated the digitalization process. The growth rate of global e-commerce share in 2020 will be 2 to 5 times that before the epidemic. The digital economy has become an important force leading the future economic development, and international competition around data resources, infrastructure, and industrial ecology is becoming increasingly fierce.
Data becomes a strategic element resource. The process of data resourceization and capitalization is accelerating. Enterprises can obtain accurate business insights and decision-making basis through data mining, and then achieve the improvement of total factor productivity. Data elements have an increasing marginal effect, and the amount of data mastered has become an important source of competitiveness. Countries have increased their forward-looking layouts in the fields of data and algorithms from a strategic height. The blockade and acquisition, protection and use of data are becoming an important concern of global industrial policy and value game. Since 2020, more than 30 countries and regions around the world have announced the levy of digital taxes on Internet companies. The industry deposits a large amount of consumer data and industrial data. We must understand the value boundary of digital resources and improve the ability of data application and protection.
Industrial Internet has become a key support. As an important underlying framework for the development of the digital economy, the Industrial Internet is an important support for unlocking the potential of intelligent manufacturing, and it is also the key to the birth of new models and new formats such as interconnected manufacturing and service manufacturing. In 2020, the industrial Internet industry economy is expected to contribute more than 16% to the growth of the digital economy. my country has issued a new three-year action plan to further implement the industrial Internet innovation and development project. In the future, industrialization and informatization will be integrated and developed in a broader, deeper and higher level. The industry must seize the opportunity, continuously improve the industrial Internet infrastructure construction, and inject new vitality into the development of the industry with new manufacturing methods and business models.
The clustering of the digital economy has become a trend. On the one hand, the cluster development of the digital economy is manifested in the agglomeration development of the digital economy itself; on the other hand, it is manifested in the digital transformation of traditional clusters. At present, world-class advanced manufacturing clusters are all data clusters. The integrated development of industrial clusters and digital clusters is the general trend. Industrial clusters constitute an important foundation for the efficient cycle of industrial digitization and digital industrialization. For example, Zhili Town, as a famous children's clothing industry cluster, has nurtured more than 8,000 home appliance companies. As a highly clustered industry, the textile industry must fully release the multiplier effect of the digital economy and enhance the development level of clusters.
3. Building a new development pattern: the development direction of China's textile industry during the "14th Five-Year Plan" period
"Those who are looking for big things are the first to focus on the pattern." For the textile industry to make greater achievements in the new historical period, it needs to find a precise positioning, clarify the direction, and clarify the path.
We must proceed from industrial reality and accurately understand the new development stage, which is the primary stage of socialism and also the stage of high-quality development. Clarify the value and responsibility of the industry, this is where our industry develops.
We must proceed from the changes in the situation, thoroughly implement the new development concept, coordinate the changes in the past century and develop the new situation, adhere to the problem orientation, enhance the awareness of risks, and seize strategic opportunities. This is the direction of our industry's development.
We must proceed from the overall strategic situation, actively build a new development pattern, enhance the vitality, competitiveness, and contribution of the industry in the dual cycle, and achieve a high-quality balance between supply and demand. This is the path of our industry's development.
